Send QR Access Method Notification POST

Sends the QR code personal URL to the customer by email, SMS, and/or WhatsApp.

Sync access method with connector POST

For NFC/QR, queues remove+add whitelist operations on matching controllers and pings the connector. For LPR, queues empty-command operations on LPR controllers when present, otherwise one controller-less history op (connector ACK), and pings the connector to refetch access methods.
